One can wear a rubbish bag around her waist if its pouring rain and there is no mudguard on the bicycle because it wouldn’t look good. One can not cycle at all when it’s pouring rain. Or too cold or the road is too steep. Or when there are too many things to carry or one is dressed too pretty. Choosing cycling over other urban transportation is usually not the result of rational choices, but a question of passion, addiction and commitment.
